The official Udon Thani International Airport website could use a slight bit of updating:
Udon Thani Airport was refurbished in 2006 and now receives flights from Bangkok, Chiang Mai and Loei. Thai Airways International, Nok Air and Thai AirAsia operate from this airport.
Phuket also has flights directly to Udon Thani. However, if Loei is still connected, it must be a very infrequent service. Loei is not mentioned on the current flight charts either as a destination nor origin for any flights on Wednesday, October 3, 2012 (I am editing this post on Tuesday, October 2, here in western Canada).
UdonMap‘s information for Udon Thai International Airport could also use updating:
Lao Airlines now fly between Udon to Luang Prabang on Friday and Monday weekly.

Dpa is reporting in the Bangkok Post that Lao Airlines on Monday announced the opening of a new flight route between Luang Prabang and Udon Thani. The route will operate twice a week on Friday and Sunday, with a fare is US$80 dollars one way and US$150 dollars round trip. The advantage of this deal is for those flying to Udon Thani on discount carries they can then hop on up to Luang Prabang. I’d normally say “see the Lao Airlines website for more information, but given it’s sorry state, perhaps a travel agent would be a better idea.
So the service did commence almost four years ago; but as reported on March 23, 2010, at the Gecko Villa blog:

I am curious what that fourth city is supposed to be. I am far more inclined to accept the currency of Wikitravel‘s information for Udon Thani:
Udon Thani International Airport (UTH), newly refurbished in 2006, has numerous daily flights to Bangkok (50 min) (Suvarnabhumi [BKK]) or (Don Muang [DMK]). Flights to Chiang Mai and Phuket come and go. As of September 2011 there are no international flights to Udon Thani.
So Bangkok, Chiang Mai, and Phuket are indeed the sole direct links Udon Thani International Airport has with any other airports — domestic or international.
