From Wikitravel‘s article Udon Thani, and specifically the section By bus — please refer to it directly if you are reading this too very long after my February 15, 2013, edit to this post, for the information may have changed:
Buses depart at least once per hour after 11:00 to Nong Khai on the Lao border, (40 baht, 1 hour, non-air-conditioned 3rd class bus.
You can follow the locals and hop on the waiting #6 songthaew to the bus station or take a tuk-tuk.
There are six express buses a day direct to the Morning Market in Vientiane (80 baht, 2 hours, air-con 1st class departures at 08:00, 10:30, 11:30, 14:00, 16:00, and 18:00). These cross-border buses will carry passengers who have not obtained their Lao visas in advance, but may NOT wait long enough at the border for a visa on arrival to be applied for and issued. This isn’t a problem when the queues are short, but at busy times passengers who don’t already have their visas may be left behind and have to continue by local bus or tuk-tuk.

- Nong Khai (หนองคาย) is well-worth a visit. To get there, take a bus from either bus station in Udon: the older one inside the city (better choice) or the newer one a few kilometres distant.
- Vientiane, the capital of Laos, is about one and a half hours away across the Mekong. Express air-conditioned buses leave the Udon Central Bus Station six times daily for Vientiane. Fare one way: ~100 baht. A visa on arrival for Laos at the Friendship Bridge costs US$35 for 30 days (two passport photos are required or there is an additional US$1 charge).

Direct buses to/from Nong Khai (55 baht), Khon Kaen(180 baht) and Udon Thani (80 baht) arrive and depart from the Talat Sao bus terminal. These are cheap, comfortable, hassle-free and popular, so book ahead or arrive early. Schedules change often, currently the buses start at 08:00 and leave every 2 hours or so, until 18:00. Note: these buses are not an option if you plan to obtain a Lao visa on arrival at the bridge – the bus will not wait long enough. To get from the Udon airport to the Friendship Bridge, a 200 baht minibus fare can be purchased in the airport and will drop you off on the Thai side of the bridge.
Most definitely refer to that section directly, for it contains important Visa information.

Note that in a thread begun May 17, 2012, at the LonelyPlanet.com Thorn tree travel forum, the poster who began the thread titled Form Udon Thani to Vientiane reported on June 4 (2012) that — due to advice given — he or she had decided not to take any of the direct buses from Udon Thani to Vientiane.

Retire-Asia.com has lots of Lao Travel information, but the entire section is undated. In other words, it is difficult to know if it is current or not. That same quandary exists with GoNomad.com‘s article Across the Friendship Bridge.
