Are there temples around Udon Thani have monks prepared to apply yant sak (ink, no oil) in women?
I know of Wat Bang Phra, near Bangkok, but I have the hope of hearing about a place closer to Vientiane

One that I have found commonly mentioned is Wat Thipphayaratnimit.

A brief description for it is in the blog Wat Thai Temple. This alternate description is offered on a TAT (Tourism Authority of Thailand) Website:
Thipphayaratnimit is one of two forest temples in the Udon Thani municipality. Inside the temple grounds are very shady with a large pagoda, which is the place where some of the Buddha’s ashes is kept. The pagoda was designed by national artist, Ajarn Pinyo Suwannakhiri. The base of the pagoda was designed in the shape of an antique scale like those used to measure the Buddha’s ashes back in the period of his death.
Inside the pagoda there is also a portrait of Luangpu Tin Jittammo, the current abbot. Every year, around November, people bring offerings to the temple to celebrate the abbot’s birthday.
The temple is located near the intersection between Naraesuan Rd. and Tahan Rd. in the city of Udon Thani.
Another wat that also seems to get repeat coverage across a number of Websites is Wat Tum Klong Plane.

Located on Udon-Loei Rd., about 20 Km from Udon Thani. You can see a monument of Loang-Poo-Kao. This famous monk is revered by the Thai people. This is one of the nicest and most peaceful in the world. The temple was built among the forest, which has a big cave that stores a big drum. The drum is used to tell the lunch time for all monk and people around the area. The low loud noise of the drum can be heard from far away. So people around this area use this symbol as the name of this temple.
I’m unsure if “the abbot of Wat Pa Ban Tad temple” (whose brief biography is given here) is still alive, for he would be 97 in less than two months. He was well-known for having come to regard former Prime Minister Thaksin in high disfavour. A news article of the time read as follows:
Udon Thani – Respected monk Luangta Maha Bua Yannasampanno Tuesday became the latest high-profile supporter to turn his back on the prime minister.
The abbot of Wat Pa Ban Tat, in Udon Thani’s Muang district, said it was time for Thaksin to abandon the “rotten system he is presiding over”. He described the government as “wicked, corrupt, power-hungry and greedy”.
“Thaksin should not stay on. It’s time for him to resign and admit his fault,” Luangta Maha Bua said.
The monk said he regretted endorsing Thaksin’s candidacy. “I looked at his financial status and I believed he was honest. I admit that my judgement about this man was wrong,” the abbot said.
The sermon lasted about 38 minutes and the monk described it as the “most vehement since the temple was set up”.
“It has to be heated because Thailand is drowning. Tell him to resign. You can quote me,” he said.

Walk along a bit and you will see what happens if such a temptation gets the better of you. I would include their treatment of Wat Phothisomphon, but not too much information was given — mostly it was a photo exhibition. However, none of the images displayed at the time of this post, so I saw no sense in including the link. The thread did at least include the Thai name, so if you are truly curious, you can just copy it into your favourite search engine and see what come up: วัดโพธิสมภรณ์.
