It seems to me that I once did a post relating to the subject of whatever resources are available to adopted or otherwise transplanted Thai children who might one day wish to try and locate their birth parents. But darned if I can track it down, unless this is it here.
Regardless, I suppose this post should be focusing more upon the process of adoption, and not so much any aftermath in the years thereafter. So let’s take a look at the topic in general as it relates to the country of Thailand. Please note that this is a translation of a French Canadian website dealing with an adoption that will bring a Thai child to Quebec, but only a very little of the described final process is specific to Quebec — everything else would apply to any destination country.
Adoption in Thailand
The adoption in Thailand is managed by the state through the Department of Social Development and Welfare (DSDW). The Thai authorities are responsible for finding the best possible parents for a child in particular the long and arduous process of twinning. It is this process which ensures that files are not processed in order of arrival. Although this seems unfair or at least frustrating parents who have adopted in Thailand are often the first to say: “It is as if the child had always been part of the family.” Children in orphanages are well treated and rarely exhibit persistent problems of attachment or adaptation.
There are at least seven orphanages that we are aware. Here is the list and their location:

| • | Phayathai also Nonthaburi (formerly located in the heart of Bangkok and moved to January 2005); |
| • | Rangsit in the city of Bangkok; |
| • | Vieng Ping in the city of Chiang Mai; |
| • | Udon Thani in the northeast of Thailand; |
| • | Khon Kaen (Kanthong Babies Home) as the northeast of Thailand; |
| • | Nakhon Si Thammarat in the south; |
| • | Song Hla also in the south. |
Most children are in orphanages. Although in the past two years we have seen proposals where the child was placed in foster care, it is still is a minority. According to parents who went to Thailand to pick up their children, orphanages, although small, are clean and organized. The reception is going very well in general although in more remote areas, the difficulties of language are more important.
Children are typically offered between 18 and 30 months. Waiting times are relatively long (currently just over 24 months), especially for requests for girls and young children. The specific criteria to adopt in Thailand are clearly identified on this site.
Thailand does not encourage contact between birth parents and adopted children. No doubt it is an action that is taken to support the consent to adoption, since without it, social services are obliged to conduct an investigation to find the mother or another family member to place the child with his family or at least to obtain such consent. That said, Thailand recognizes the importance of Thailand as a child is “exposed” to its original culture. Therefore, they created a program called “Nativeland Program” designed to give Thai children adopted internationally insight into their culture. In July 2006, we have the opportunity to visit Thailand during the “Nativeland” with many parents who will join us to explore Thailand with their child.
Parents who accept a proposal from Thailand will both be on site to pick up the child and meet with the Committee for adoption. We were informed that it was possible to arrange an escort for a second adoption in Thailand, but we could not verify it yet. We recommend more careful to plan a trip to Thailand. Once there, it takes approximately 15 days depending on where the child is located.
Thailand is an enchanting country, and people of extreme kindness. If it is a little disconcerting to meet in Bangkok, (while waiting for the committee) a visit is worth it as they say. Places to visit are numerous and easy to maneuver. The Royal Palace is a splendor and a ride on a long tail on the Chao Phraya River may leave you lasting memories. Food, for a little adventure which has the palate is sublime. The service is friendly and relatively efficient. It is always possible, once you finished with the committee to visit other parts of Thailand while waiting for the visa for the child. The southern islands are popular with tourists and tourism infrastructure is well developed in most places to visit.
Final adoption is done here. Upon arrival in Quebec, parents must make an application in accordance with the Youth Centre in their area, to get a placement order. Must, within six months of arrival, producing three progress reports will be written by a (an) employee (to) social (e) or psychologist referred by the Youth Centre. We must also wait for the approval of Thailand prior to the request for adoption order in court. Once the decision reached, it is possible to apply for Canadian citizenship. This whole process takes about a year (although it is not uncommon that it takes a little longer). It is therefore essential to produce progress reports on time.
Once the authorization received and registered adoption at the Consulate of the Kingdom of Thailand in Ottawa and your adoption order in hand, your obligations to Thailand and Youth Centre of Quebec are over.
