First, these are offered as Social Customs of Thailand in general.
There are programmes available for outsiders that allow them to experience first-hand the culture of Isaan. They certainly vary — point in fact: Team Isaan Cultural Exchange Program.
Another Team Isaan site says this:
Historically, response to the gospel has been slow among the Isaan. Customs and traditions run deep. Their religion mixes the teachings of Buddhism with appeasement of animistic spirits and ancestor worship. Moreover, the desire to preserve their culture has led the Isaan to resist Christianity as foreign.
Despite overwhelming odds, a movement toward God has begun among the isaan people. In partnership with Alliance missionaries in Thailand, a team of more than 1,000 intercessors in 38 churches from 15 countries has been praying regularly for the gospel to penetrate the hearts of the Isaan….
I admit that this makes me uncomfortable, since I love the exposure I’ve had to sincere, open Buddhism.
But I don’t want to get caught up in delving any deeper into this than by saying that.

Suffice to say, the culture tours offered by Thai House-Isaan are likely sufficient exposure for most tourists.
VirtualTourist has a page devoted to Northeastern Thailand Local Customs — entries offered by travelers — but oddly, there is nothing more recent than 2005.
I think I concur with this KhonKaen.com statement about Isaan:
Some people believe it is a country of farming, rural country life, water buffaloes in rice paddies. Other people see a rapidly developing country both technically and economically. The truth of it is, both people are correct. Thailand is one of the few countries left in the world where the people are struggling to hold onto their customs and beliefs while trying to keep pace with a rapidly changing world.
‘Way back in 2004, BBC posted this short article titled Thailand’s ‘Swiss village’ that has generated a fair bit of discussion since its appearance.
The blog Isaan Style! has an interesting entry from 2009 titled
Thai Wedding Ceremony, isaan thailand that will give you a little insight into just what could be entailed. These things vary, though. For instance, my engagement was more of a fuss than the marriage…since the marriage was actually done in a civic building in downtown Udon Thani. The immediate family members gathered for a meal in a restaurant by Nong Prajak Lake afterwards. And that evening, my wife and I enjoyed another meal (and lots of drinks) with her brother and sister-in-law and a few other friends or relatives near where we were staying outside of Udon.
Customs and traditions are different even in various parts of Isaan. As Wikipedia says: The Khmer and Kuy (Suai) who live in the southern part of the northeast region of Thailand communicated in languages and follow customs that are more similar to Cambodia than to the tradition of either the Thai people or the Lao people.
A description for Nakhon Phanom on the Green Gecko Villa Website goes like this: set on the banks of the Mekong river amongst jungle-clad hills, opposite Thakhaek in Laos. The region is infused with the dialects, customs and cuisine of Lao and ethnic minorities that have migrated here over the centuries.
This 2009 Visit To An Isaan Village near Khon Kaen is both well-illustrated and informative.
In a brief section titled Annual Festivals in Isan, this statement is made:
In Buddhist tradition there are a series of celebrations known as Heet Sib Song (otherwise known as the 12 customs). Each celebration represents a different symbolic ceremony or merit.

I found it interesting that in this .pdf document on Participatory Poverty Assessment: Lower Songkhram River Basin, a detailed look at the village of Ban Kaew Pad Pong offered the following (pages 12/13) in relation to this 12-month Buddhist obervance.
Culture and traditions
The villagers observe the Northeastern tradition of Heet Sib Song or ceremonies of the twelve months. Some ceremonies have been adapted or suspended to be consistent with the present situation; some are kept in the old way (Table 3).
And if you’ll check that Table 3, you’ll see that some three different months of Heet Sib Song obervances have been gradually abandoned entirely at this village. It makes me wonder if this sort of customization goes on everywhere in Isaan?
