Mexico New Car Tax
Impuesto Sobre Automóviles Nuevos (ISAN): The Tax on New Automobiles payable by all new cars sold in Mexico.
To quote Wikipedia in its article Automotive industry in Mexico, and specifically in the section Decline (1961 – 1993):
A second tax exists as well when purchasing a new vehicle called Impuesto Sobre Auto Nuevo or ISAN (“Tax on new car”), also depending on vehicle’s specifications and cost. Unlike the Tenencia, this tax is paid one time only. Federal law requires all listed car prices on media or dealerships to have the standard 16% VAT tax and ISAN included on the listed price, making listed prices total on car and taxes.
I have no facility with Spanish, and although Google translates the July 17, 2006, article ¿Qué es el ISAN? (What is the ISAN?), I got lost trying to understand the figures. I understood that as of August 22, 2005, a reform of this tax resulted in “the elimination of the ISAN for new national cars whose price is not greater than 150 thousand dollars, and the reduction of 50% of ISAN in the case of cars with prices between 150 thousand and 190 thousand pesos.” I understood it, but dollars do not relate to pesos. I would think that if the tax was eliminated for any new car costing $150,000 or less, then hardly anyone would need to worry about paying it, would they? And clearly, anyone who could afford a car priced more than $150,000 should likely be able to afford the tax.
The next two paragraphs became too muddled for me to understand at all:
Also, the criterion for calculating the ISAN only now is the price of the unit, no matter if national motor as previously required. And the price subject to deletion of ISAN rose from 135 thousand 600 pesos to 150 pesos in 2006.
The Automobile Dealers Association (AMDA) estimates that 60% of cars sold will be subject to the elimination of ISAN and enjoy 20% reduction of half the amount of ISAN in 2006.
Then an example on how the ISAN is calculated blew me right out of the waters of understanding — what on Earth are these figures?:
In this exercise, we show that if we acquire a unit price of 143 thousand 127 pesos is classified in the price range up to 150 thousand and the ISAN is eliminated.
If the unit is priced 427 178 000 pesos is in the range of between 150 thousand to 190 thousand pesos and is subject to the 50% decrease of ISAN. This means you pay 2 000 41 pesos.
And if the unit costs 207 000 990 pesos is the price range of over 190 thousand pesos, why pay the full ISAN, as stated by the law, in this case about 6 thousand 284 pesos.
Is “143 thousand 127 pesos” the same as 143,127?
And how is this possible? “427 178 000 pesos is in the range of between 150 thousand to 190 thousand pesos.” How is 427,178,000 in the range of 150,000 to 190,000?
Whatever the message the article is attempting to convey, it is irrelevant to anything to do with Thailand, so I shall say no more about it.
