Isaan (Isan) is of course not a Province. Rather, it is the designation for a Region of Thailand — essentially, the Northeast. And as such, it is comprised of 20 Provinces (the red area in this map of Thailand).
The Wikipedia article on Isan makes that clear, displaying as it does the above map, as well as another that has the Isaan Region delineated into its various component Provinces.
