This is a post edit being done on May 9, 2012. I am just now reading that four days ago — May 5 — there was a consular outreach program in Udon Thani conducted by the Philippine Embassy from 8:30am to 5pm at the Prajaktra Design Hotel at 111 Moo 11 Supakitjanya Road, T. Maakkaeng, A. Muang, Udonthani.
I had no idea that there was such a strong Philippine presence there! This was the full announcement:
Filipinos in Udonthani and other neighboring provinces are encouraged to avail themselves of the consular outreach program.
Consular services to be rendered will include the following:
1. Passports (application for new, and renewal of expiring, passports and replacement of lost passports);
2. Legalization of documents, including reports of civil registry documents such as reports of birth, marriage, and death;
3. Processing of applications for dual citizenship;
4. Issuance of Filipino Registration (Embassy) IDs; and
5. Registration for Overseas Absentee Voting (OAV).Those who will be applying for passports are requested to bring at least one 2×2 colored photo and a photocopy of the data-page of their passports. THOSE APPLYING TO REPLACE A LOST PASSPORT ARE KINDLY REQUESTED TO ALSO BRING A POLICE REPORT WITH ENGLISH TRANSLATION. For reports of birth, marriage, or death, please make sure that the birth or marriage or death certificate issued by the Thai authorities is translated into English and authenticated by the Thai Ministry of Foreign Affairs. Those applying for Embassy IDs are requested to bring two (2), 1×1, colored photos and also a photocopy of the data-page of their passports. New registrants for the Overseas Absentee Voting (OAV) for the 2013 Senatorial elections are requested to bring their original passports and a photocopy of their passport’s data page.
There will be a community dialogue in the morning of May 5. During the dialogue, members of the Filipino community are encouraged to ask questions or seek clarification on their consular and other related concerns.
There is no entrance or registration fee to avail oneself of the consular services. Fees shall only be collected for actual consular services rendered. For the applicable consular service fees, please visit the Embassy website at www.philembassy-bangkok.net and go to “Consular Service Fees” under the drop-down menu, “Passports.”

Another Philippine outreach is supposed to take place on May 19 in Chiang Mai.
The U.S. Embassy had done a similar “outreach” for its citizens in March, with another one planned for this coming September
As far as I know, there are no embassies for any foreign country in Udon Thani. Why would there be? Thailand’s capital city of Bangkok would be the venue for any such foreign presence. Thailand does not comprise the area that Canada or the United States does, thereby making it feasible for a foreign country to have more than one embassy in the land.
Consulates are another matter, of course. (See What’s the difference between an embassy and a consulate? The difference is more full explained in Wikipedia‘s article Diplomatic mission in the section Naming.)
Udon Thani does have an Immigration Office, however. Website UdonMap updated information on it just last month in a forum post titled Udon Thani Immigration Office 2012.

There are a few services who will provide transportation from Udon Thani to Laos as a Visa run. UD Car Rent, for example, will do it for a “non immigrant visa type 0″ renewal.
An enterprising outfit calling themselves UdonVisa.com offers a service to help Thais acquire a Visa to go abroad — it targets Farangs who may have a Thai girlfriend or wife, and who cannot deal with the paperwork themselves.
Lostinthailand.com has a page listing the contact details of just about every foreign embassy located in the country, but it’s a mess to figure out. They have all been run together into one enormous paragraph, rather than present them in bullet format so that each one has its own separate line. The Irish Clock may not have as much detail in their page about embassy contact information, but their presentation is far clearer.
