Wikipedia best explains that this is merely an identification of the “capital district” of Udon Thani Province. Provincially, there are (according to UNESCAP, or the United Nations Economic and Social Commission for Asia and the Pacific) 18 districts and 2 sub-districts: Muang Udon Thani, Kumpawapi, Kud Chab, Nam Som, Noen Sa-ad, Tung Fon, Ban Phue, Prachak, Pen, Ban Dung, Nong Wua So, Wang Sam Moh, Nong Saeng, Chai Wan, Na Yung, Sang Com, Si Tat, Pibun Rak sub-district and Ku Kaew sub-district. That information is from here. You will note that the spellings are at variance with Wikipedia’s list of Udon Thani’s “Administrative divisions.” And UNESCAP actually only provides the names of 17 districts (they omit Prachaksinlapakhom). Also, the two so-called sub-districts are now full districts, so the information on the UNESCAP page for Udon Thani is clearly dated.
